This ArsTechnica article says it all, something I feared would eventually happen as Google got bigger. Have an uncertified Android device with pre-loaded Google Play? Well, you probably can't access Play or any Google app now.

People with custom ROMs seem to get a free pass after jumping through a few hoops though.

I doubt Google can ever walk away from this without facing significant user backlash. In fact such boneheaded moves can and will lead to a Streisand effect e.g. modded Play Store clients, Magisk/Xposed modules and spoofed build.props.
